Replacing a boiler in Brussels: no new oil boilers, and gas limits from 2030

Since 1 June 2025 no oil boiler may be installed in Brussels, even as a replacement, and any new or replaced heating needs a PEB reception. From 2030 gas boilers are banned in heavy renovations, not in an ordinary replacement.

Since 1 June 2025 no oil-fired boiler may be installed in Brussels, whatever the works and including a simple boiler swap that needs no planning permit. This is not a ban on using the boiler you have: an existing appliance may stay in service as long as it meets current standards.

Whenever a heating system is installed or replaced, with or without a permit, it needs a PEB reception, a check by an approved professional.

Gas rules depend on the works and on when the planning permit application is filed:

  • New homes, and renovations treated as new: no gas or oil boilers for permit applications filed from 1 January 2025.
  • Heavy renovations: no gas boilers for permit applications filed from 1 January 2030. In a building with several homes this applies only when all of them are new or heavily renovated.
  • Simple renovations and works without a permit, such as replacing a gas boiler on its own: the official page lists no gas boiler ban, only the oil ban and the PEB reception.

One extra rule for flats: before an atmospheric (type B1) gas boiler on an existing shared chimney is replaced, a feasibility report on more efficient options is needed.
