When you build a new home in Wallonia, you appoint an approved PEB manager (responsable PEB). With your planning permit application, you attach the initial PEB declaration, which sets the energy performance the project will reach, and a feasibility study.

If you sell the home while the procedure is still running, the PEB manager draws up a provisional declaration. After the works, the PEB manager draws up the final PEB declaration with the measures actually carried out. It is due within twelve months of moving in or of the end of the works.

For a new home, the PEB manager also draws up the PEB certificate, the home's energy identity card. It is valid for up to 10 years.
