Unless your lease puts it on the landlord, you as tenant arrange the periodic servicing of the central heating boiler; it is on the official list of small repairs. The owner arranges the inspection before first use, the five-yearly heating audit, major repairs and replacement. Keep the certificate the technician gives you and give your landlord a copy.
How often depends on fuel and power. Gas boilers of 20 kW or more must be serviced at least every two years, and oil boilers of 20 kW or more every year. Solid-fuel boilers must be serviced every year at any power. Gas and oil boilers under 20 kW have no legal servicing duty, but regular servicing is still recommended for safety and efficiency.
