A new home must produce some of its own solar energy
For permits applied for from 2025, a new home needs at least 15 kWh per m² a year from its own solar panels or solar water heater. A heat pump no longer counts towards this.

The EPB rules ask every new home to produce part of its energy itself. For permits applied for from 2025, that means at least 15 kWh per m² a year from solar energy. Only the home's own solar panels or solar water heater count. A heat pump can still heat the home, but it no longer counts towards this share.
Instead of solar on the home, there is one alternative: full participation in a renewable energy project, set 10 kWh per m² higher than the normal requirement. If the home meets neither, its E-level limit becomes stricter: E26 instead of E30.
