Landlords: know the minimum energy rules for the homes you rent out
Roof insulation and double glazing are already minimum requirements, and from 1 January 2030 a minimum EPC label applies; a home that fails cannot get a conformity certificate and may no longer be rented out.

Flemish housing quality rules already set two energy minimums. The roof must have at least a basic layer of insulation (an R-value of 0.75 m²K/W, or 3 to 4 cm), and the home must have double glazing. In a house or flat each single-glazed window is a defect, and more than one can get the home declared unfit, unless its EPC energy score is already low enough. For rented rooms the rule covers the living room and the bathroom.
From 1 January 2030 an energy norm adds a minimum EPC label. Detached and semi-detached homes must reach label E in 2030, label D from 2035 and label C from 1 January 2040. Terraced houses and apartments must reach label D from 1 January 2030 and label C from 2035.
A home that doesn't meet these rules cannot get a conformity certificate (conformiteitsattest) and may no longer be rented out. Plan the works well before the deadline, using the recommendations on the EPC, and check the official page because the rules can change.
