ORES, one of the Walloon electricity grid operators, is replacing electricity meters with smart meters (compteurs communicants) one commune at a time, with the aim of reaching every meter by the end of 2029. You get a letter announcing the period, and you can look up the planned date for your address on the ORES page. The swap is free, including the meter and its accessories. It takes about an hour and needs a short power cut, and someone has to be home or give access to the meter.

You cannot refuse the smart meter, whether or not you have solar panels, as CWaPE, the Walloon energy regulator, points out.

The meter sends a daily reading to ORES. Your quarter-hour readings go to your supplier only if you ask for it. You can also ask ORES to receive them so that you can follow your use in detail in your myORES customer account.

Not every Walloon home is on the ORES network: AIEG, AIESH, RESA and the Réseau d'Énergies de Wavre each run the grid in their own area, so if one of them serves you, check its own pages for smart meters. CWaPE's page lists them and links to a tool to find your grid operator.
