Solar panels in Brussels: certified installer and Sibelga declaration

To get green certificates for new home solar panels in Brussels, have them fitted by a RESCert-certified installer and declare them to Sibelga. The support is recalculated every year, so check the current rules first.

In Brussels, solar panels can earn green certificates, which Brugel calculates and grants. A certified installation is eligible for 10 years. Two steps keep you eligible.

First, choose a certified installer. Since 1 January 2026, a new installation of up to 5 kWp, the usual size for a home, needs a RESCert PV certificate (called the "certificat SER" in Brussels) issued by a certified installer. Brugel checks for it when you apply, and without it you get no green certificates. The RESCert website lists certified installers.

Second, declare your panels to Sibelga with its mandatory declaration form. Sibelga then sends you the attestation you need to get green certificates. After that, you enter your green meter readings every quarter in the Green Meter app, and follow your certificates in your Brugel extranet account.

The support itself changes. Brugel recalculates it every year for new installations. For installations started up from 1 April 2026, home systems up to 5 kWp kept the same support, while larger systems get less and the largest get none. The Brugel page gives the current coefficients.
