Building new in Brussels? Appoint a PEB adviser before you apply for the permit
A new home needs an approved PEB adviser, who draws up the PEB proposal for the permit, the start notice and the PEB declaration. Bruxelles Environnement then issues the home's PEB certificate.

For a new home in Brussels, you must appoint a PEB adviser (conseiller PEB) approved by Bruxelles Environnement. Do it early, because the adviser draws up the PEB proposal, which sets the energy requirements for the project and is part of your planning permit file.
During the works, a technical PEB file is built up. At the latest eight days before the works start, you notify Bruxelles Environnement with a PEB start notice. After the works, the adviser draws up the PEB declaration, which shows by calculation whether the home meets the requirements. You have to give the adviser all the documents and information needed.
Based on that declaration, Bruxelles Environnement issues the PEB certificate of the new home.
As the PEB declarant, you can be fined if the home misses the requirements, and the fine rises with the size of the gap. Not appointing an adviser, or not sending the start notice or the declaration, is a criminal offence.
