Energy works on common parts are decided by the general meeting

In an apartment building, parts such as the roof and the facade are usually common parts. They belong to all co-owners together, organised in the association of co-owners (vereniging van mede-eigenaars, VME). Every such building must have a syndic, who represents the VME, calls the general meeting and carries out its decisions. Your share in the building (quotiteit) sets both your voting weight and your share of the common costs.
Ordinary decisions need an absolute majority (50% plus one) of the votes present and represented. Works on common parts, such as insulating the roof or facade, need a two-thirds majority. Works that the law requires, routine maintenance and urgent repairs are exceptions, and legally required works can be decided by a simple majority. A co-owner who disputes a decision can go to the justice of the peace.
If you want energy works, ask the syndic to put them on the agenda of the general meeting. Majorities are set by law and can change, so check the current rules or ask a notary.
