Buying or owning in Wallonia: minimum labels are announced, not yet law

Wallonia has announced minimum PEB labels after a purchase from 2028 and for all homes from 2031. The official page says these dates are indicative and must still be confirmed by law, so they are not obligations yet.

In December 2025 the Walloon Government set out a framework to bring the housing stock to PEB label A by 2050. It adopted, in second reading, a decree transposing the EU directive on the energy performance of buildings, and approved a draft renovation plan that the European authorities still had to validate. The official SPW Énergie page is explicit: this is a framework with orientations, most of the decisions still have to be validated, and the deadlines remain indicative until legislation confirms them. None of the dates below is an obligation today.

What has been announced for buyers: for purchases from 2028, the buyer would get five years after the notarial deed to bring the home up to a minimum label. That minimum would be D for purchases from 2028, C from 2031, B from 2036 and A from 2041.

What has been announced for all existing homes: a minimum of F by 2031, then E by 2036, D by 2041, C by 2046 and B by 2050, with the aim of removing labels F and G by 2035. The PEB certificate itself would also be simplified, with the aim of certifying the whole housing stock by 2030.

If you are buying, owning or letting a home, follow these plans, but check the official pages for their current status before relying on any of these dates.
